_ Duties and Responsibilities (these duties are a general summary and not all inclusive)_:
Partner with end users, work with project sponsors and managers to determine training plan, schedule and execution.
Define activities and sequence needed to implement changes, estimate the time required, set the schedule and monitor progress.
Responsible for assembling training, managing training material development and delivery to eligibility teams and business partners.
Candidates should have strong management level experience including the implementation of automated systems, workflow design and management, organizational change management, data analytics, and project planning. Command of the concepts of business project reengineering and business process management to design, test and implement solutions including sizing the project in terms of staffing requirements and costs of implementation.
Strong leadership skills.
Ability to think creatively to develop new and innovative approaches to training and staff development.
Excellent interpersonal and public speaking skills.
Knowledge of the principle and practices of management including planning, organizing, directing, problem solving and decision-making within a large bureaucracy.
Ability to solve problems and resolve conflicts in an expedient manner.
Knowledge of the principles of organizational behavior, employee relations and team building.
Ability to communicate effectively, orally and in writing.
Ability to establish goals and hold staff accountable in achieving those goals.
Ability to assist in developing policies, procedures or strategic plans and successfully implement them.
Ability to adjust priorities to meet emergency or changing program requirements.
Ability to foster professional growth of staff through training, performance review and recognizing individual accomplishment.
Willingness to travel for job-related purposes.
The incumbent must have a bachelor’s degree in business administration, business management or public administration and experience in managing child support services or similar government programs are preferred qualifications, higher degree in a relevant field is a plus.
Three to five years of management experience, particularly managing complex projects with very short timelines
Two to four years of experience developing business requirements and technical specifications.
Experience in implementing new workflow and business processes.
Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator’s license or the equivalent from another state may be required.

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
