The Assistant Chief, MHRRTP assists/supports the Chief, MHRRTP in the management of 150 beds in a combined Domiciliary Care for Homeless Veterans (DCHV) and General Domiciliary care program. This position provides guidance in providing residential rehabilitative care to Veteran patients who have a wide range of mental health and substance abuse illnesses and rehabilitation care needs, and provides coverage for the Chief, MHRRTP as needed.

Discipline Specific Basic Qualification Requirements Psychologist Basic Requirements: * Education:Successful completion of a a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. --or-- Successful completion of a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program. * Internship: Successful completion of a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. --OR-- New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; -- OR-- VHA facilities that offered full-time, one-year predoctoral internships prior to PL 96-151 (pre- 1979) are considered to be acceptable in fulfillment of the internship requirement; -- OR-- Applicants who completed an internship and are currently board certified by the American Board of Professional Psychology. ( NOTE: Once board certified, the employee is required to maintain board certification. ) * Licensure:Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, or Commonwealth of the United States, or the District of Columbia. * GS-14 Grade Determination: Candidates must posses at least three years of experience as a professional psychologist, with at least one year equivalent to the GS-13 grade level. In addition, the candidate must demonstrate the following professional KSAs: 1. Knowledge of and ability to utilize evidence based practices and clinical practice guidelines appropriately and ability to guide staff in using these tools. 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. 3. Ability to organize work, set priorities, delegate tasks, and meet multiple deadlines. 4. Ability to supervise and manage subordinate employees effectively. 5. Skill in interpersonal relationships, including conflict resolution. 6. Ability to establish and monitor production and performance priorities and standards. Social Work Basic Requirements: * Education:Successful completion of master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. * Licensure:Must be licensed or certified by a state to independently practice social work at the master's degree level * GS-13 Grade Determination:Candidate must be licensed or certified at the advanced practice level. Their experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, the candidate must demonstrate the professional KSAs in the subparagraph below. 1. Ability to independently organize work, set priorities, and meet multiple deadlines. 2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring. 3. Ability to ensure provision of clinical social work services by supervised social workers. 4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure. Nurse Basic Requirements: * Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing. * Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: * Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, with no additional nursing practice/experience required. * Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of nursing practice/experience; OR an ADN or Diploma in Nursing and a bachelor's degree in a related field with no additional nursing practice/experience; OR a Bachelor's of Science in Nursing (BSN) with no additional nursing practice/experience. * Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of nursing practice/experience; OR an ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 1-2 years of nursing practice/experience; OR a BSN with approximately 1-2 years of nursing practice/experience; OR a Master's degree in nursing (MSN) or related field with a BSN and no additional nursing practice/experience. * Nurse II - A BSN with approximately 2-3 years of nursing practice/experience; OR ADN or Diploma in Nursing and a Bachelor's degree in a related field and approximately 2-3 year's of nursing practice/experience; OR a Master's degree in nursing or related field with a BSN and approximately 1-2 year's of nursing practice/experience; OR a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no additional nursing practice/experience required. * Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 year's of nursing practice/experience; OR a Doctoral degree. (Preferred level grade level for this position) Preferred Experience: Experience providing administrative support and/or patient care in a residential rehabilitation treatment program.

Physical Requirements:(Based on Clinical requirements)Psychologist and Social Worker:Light lifting (under 15 pounds), straight pulling, reaching above shoulder, use of fingers, walking, standing, near vision correctable at 13" to 16" to Jaeger 1 to 4, far vision correctable in one eye to 20/20 and to 20/40 in the other, specific visual requirement, hearing (aid permitted), emotional and mental stability, ability to read written material, and working closely with others. RN: Lifting, prolonged standing and sitting, frequent bending, walking, climbing, reaching, repetitive motion and stooping. The mental/sensory requirements include recall, reasoning, problem-solving, hearing, speaking clearly, writing legibly, keyboarding, reading and logical thinking.

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period. Annual leave shall accrue for Psychologists and Social Workers in a 4, 6, or 8 hour rate, based on the Service Computation Date.
