The Social Work Executive is responsible for overseeing the professional practice of all facility social workers and provision of social work services and has full responsibility for clinical practice, program management, education, human resource management, and supervision for the services.

Responsibilities

The duties of the Social Work Executive include but are not limited to:

  • Providing consultation to care line managers and other staff on social work qualification standards, social work practice, social work competency, social work productivity, and social work continuing education.
  • Responsible for developing and implementing a Social Work professional practice review system.
  • Developing, maintaining, and overseeing social work programs in all settings. This includes identifying needs for social work assessment, evaluation, and treatment; determining priority needs for social work services; and recommending adjustments to staffing levels accordingly.
  • Acts as a liaison with other Services or care lines, other facilities, Veterans Integrated Service Network (VISN) offices, and VA Central Office.
  • Participates in the development and coordination of medical center plan for patient care and is involved as a consultant in decisions where Social Work practice is impacted.
  • Recruiting qualified social workers, to include participating in interviewing, selection, and orientation.
  • Providing supervision for social work licensure and practice supervision for facility social workers.
  • Having consultative authority, the Social Work Executive serves as a vital professional influence and resource to Local Leadership in their compliance with standards defined by accrediting organizations, such as The Joint Commission and Accreditation of Rehabilitation Facilities (CARF) standards applicable to Social Work.
  • Maintaining academic affiliations for social work practice; which may include arranging and coordinating Social Work Field Practice placements at the Medical Center.Consulting with other Services, program managers, or care line managers on issues pertaining to Social Work ethics, ethical dilemmas in the delivery of care, and ethical issues within the larger organization.
  • Providing consultation to medical center leadership on implementation of special VHA programs in Transition Assistance and Care Management of Operating Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) Veterans Handbook 1010.01, dated March 23, 2007.
  • Serving as approving official for Social Work Professional Standards Board actions, if delegated by the Medical Center Director.

Basic Requirements: * United States Citizenship:Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * English Language Proficiency. Social workers must be proficient in spoken and written English in accordance with VA Policy. * Education.A master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. To verify that a social work degree meets the accreditation standard for a master of social work, access the CSWE website at http://www.cswe.org/Accreditation/organizations.aspx. (Copy of transcript must be submitted) * Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Individuals assigned as Social Worker Program Coordinator must be licensed or certified at the advanced practice level (LCSW or equivalent). (Copy of licensure/certification must be submitted) Grade Determinations:

GS-14 Social Work Executive. At this grade, Social Work Executives is typically assigned to a care line management role at a Complexity Level 1 (High Complexity) VHA facility and has responsibility for overseeing the practice of more than 35 social workers or of social workers in multiple divisions of a VHA facility. The incumbent is responsible for overseeing the professional practice of all facility social workers and provision of social work services. The position usually includes a management role, such as a care line manager/administrator.

Experience, Education and Licensure. Social Work Executive must evidence possession of supervisory and management skills, must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Their experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. In addition, they must demonstrate the professional knowledge, skills and abilities below. 1. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring. 2. Knowledge of legal, ethical, and professional standards applicable to social work practice. 3. Ability to develop, maintain, and oversee social work programs in all settings. This includes identifying needs for social work assessment, evaluation, and treatment; determining priority needs for social work services; and recommending adjustments to staffing levels accordingly. 4. Demonstrated global knowledge of social work practice in health care and mental health settings including resources, and the policies and procedures pertaining to home and community based care, acute care, ambulatory care, long term care, performance measures, and clinical guidelines. 5. Ability to provide consultation to care line managers and other staff on social work qualification standards, social work practice, social work competency, social work productivity, and social work continuing education. 6. Ability to provide supervision for social work licensure and practice supervision for facility social workers. References: VA Handbook 5005/50, Part II, Appendix G39. The full performance level of this vacancy is GS-14.

Physical Requirements:The work involves sitting, walking, standing and carrying of light objects such as medical records. You will be required to have extreme patience and maintenance of emotionally stable responses in situations where in the coping abilities of others involved may be overwhelmed and you may be required to use appropriate methods or resources to physically restrain veterans who present a danger to self or others. A pre-employment physical is required. Respirator medical evaluation; Light carrying (under 15 pounds); Walking; Reading typewritten material without strain; Hearing aid permitted; and emotional and mental stability.
