The VA New Jersey Health Care System (VANJHCS) is one of 18 Whole Health Flagship sites with a mandate to transform the veteran experience of healthcare to a veteran-centered, personalized, and preventive approach. It has been previously designated as a Center of Innovation which helped to lay the groundwork for the current Whole Health System. VANJ has received Comprehensive Addiction and Recovery Act (CARA) funding to promote this transformation.

Responsibilities

As a Whole Health Flagship, VA NJ has a responsibility to transform care towards a Whole Health approach particularly for Veterans with chronic pain conditions and who require decreased use of opioids for pain control. The Whole Health Flagship Program (WHFP) Pain Psychologist will be an integral part of the Whole Health team.

The VANJ Pain Management Team provides "Whole-Person" care to veterans with pain with and without and concurrent mental health and substance use conditions. This includes nonpharmacologic therapies, medication management, interventional procedures, and Complementary and Integrative (CIH) services. The WH Pain Psychologist along with the Pain Management Team works closely with PACT Primary Care teams, specialty providers, Mental and Behavioral Health providers, and PCMHI. Primary Care, Pain Management, and Mental Health are actively undergoing Patient-Centered Care Whole Health transformation with the opportunity to participate in training, inter-disciplinary collaboration, process improvement team projects, and teaching psychology trainees.

The Whole Health Flagship System (WHFS) Pain Psychologist will be an integral member of the Integrative Pain Management team providing accessible "Whole Person" Health Care. The key role involves providing comprehensive expert mental health care of Veterans with chronic pain conditions in the Pain Clinic and Center for Health & Wellness (CHW) PACT. The individual serves as the pain psychology content area expert with proficiency in evidence-based pain treatment utilizing traditional and integrative modalities. The Integrative Pain Psychologist will be an integral member of a multi-disciplinary pain team consisting of a pain interventional physiatrist, nurse practitioners, nurses, a psychologist, integrative medicine providers, and mental health staff.

The role also involves providing Primary Care Mental Health Integration services to the Veterans on the CHW PACT teams. This includes Mental Health Assessments, triaging Veterans with positive Depression, PTSD, MST, and Suicidal screens, providing short term psychotherapy, and facilitating groups (CBT Pain and CBT Sleep and ACT among others). The CHW PACT vision is to "Fulfill our promise to partner with Veterans to provide an optimal experience that promotes whole health and well-being."

Qualifications

Basic Requirements: * United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. * Education- must have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. * OR * A doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions: (a) the respecialization program must be completed in an APA or a CPA accredited doctoral program; and (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: Must provide an official transcript and/or certificate documenting the completion of the respecialization program, which includes completion of an APA or CPA internship. * INTERNSHIP- Successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. * OR * New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern. * OR * VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement * OR * Completion of an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. (NOTE: Once board certified, the employee is required to maintain board certification.) * Licensure. Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. * English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5a, this part. Preferred Experience: Prior professional experience in Health Psychology and Pain Psychology is highly desirable. Training and experience with traditional and integrative modalities including biofeedback, psychological hypnosis, environmental interventions, DBT (dialectical behavior therapy), ACT (acceptance and commitment therapy), CBT (cognitive behavioral therapy) and MBSR (Mindfulness-based stress reduction) are highly desirable. This position requires flexibility as problems in outreach and treatment of this Veteran population may require creative solutions.

Grade Determinations: GS-11 Experience. None beyond the basic requirements. Assignment. Staff psychologists at this level diagnose mental disorders, conduct psychological and/or neuropsychological assessments, treat mental disorders through a variety of modalities, and provide adjunctive interventions for treatment of medical disorders. They practice under the close supervision of a licensed psychologist. GS-12 Experience: In addition to the basic requirements at the GS-11 level, at least 1 year of experience as a professional psychologist equivalent to the next lower grade level. Individuals assigned as GS-12 psychologists may be in the process of obtaining licensure at the independent practice level. If unlicensed, the individual must be supervised by a licensed psychologist and the experience and supervision must meet the standards for psychology licensure. In addition, the candidate must demonstrate the following KSAs: 1. Knowledge of, and ability to apply, a wide range of professional psychological theories and assessment methods to a variety of patient populations. 2. Ability to develop coherent treatment strategies. 3. Ability to incorporate new clinical procedures. Assignment. At the GS-12 level, unlicensed psychologists practice under the supervision of a licensed psychologist, but with less need for consultation than at the GS-11 grade level. They may be assigned to any program area.

GS-13 licensure:Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia. GS-13 experience:.In addition to the experience requirements at the GS-12 level, at least 1 additional year of experience as a psychologist equivalent to the GS-12 grade level. In addition the candidate must demonstrate the following KSAs: 1. Knowledge of, and ability to apply, advanced professional psychological theories and techniques to the full range of patient populations. 2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health. 3. Knowledge of clinical research literature.
