About the Position:This is a Construction Control Representative position that will be filled in the Engineering and Construction Division, Construction Branch, Central Area Office, with the U.S. Army Corps of Engineers, Rock Island District. It will be filled as developmental GS-07, GS-09, or full performance GS-11. If filled at the GS-07 or GS-09 the full performance will be GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications for the GS-07: Specialized Experience: One year of specialized experience which includes performing project planning suitability, assisting with investigation of construction phases for compliance with schedules and preparing construction progress reports. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). OR Education: One (1) full year of graduate education or an internship directly related to the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education less than one year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify) (Note: You must attach a copy of your transcripts.)
Minimum Qualifications for the GS-09: Specialized Experience: One year of specialized experience which includes advising contractors on project plan suitability, assisting with the investigation of construction phases for compliance with schedules, and preparing construction progress reports This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). OR Education:Successful completion of at least a Master's or equivalent graduate degree, or two full years of progressively higher level graduate education leading to such a degree that is directly related to the work of the position. OR Combination of Experience and Education Substitution:If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 18 hours (total semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.
Minimum Qualifications for the GS-11: Specialized Experience: One year of specialized experience which includes investigating the need for contract change orders, recording modifications to contract specifications, and providing technical assistance on the review of project plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-11, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
