The Executive Office of Health and Human Services’ (EOHHS) Center for Staff Development (CSD) is a well-established staff and organizational development entity that delivers a broad range of capacity-building solutions to approximately 23,000 employees in the fifteen (15) agencies of EOHHS as well as several partner agencies. The CSD is part of the EOHHS Office of Human Resources and is a multi-agency, multi-secretariat statewide delivery system. The CSD collaborates with agency training units to develop and implement programs and initiatives that respond to the broad based needs of employees and to enhance the ability of our agencies to achieve their missions. The Manager of Learning and Development Operations is responsible to administer and oversee all aspects of the effective day-to-day operations of the CSD.
He/she will lead a small team to monitor, evaluate and record training activities and program effectiveness. Additionally, will help to assess training needs through surveys, focus groups, and/or consultation with leaders, instructors and staff. The incumbent has ability to take on new challenges, foster agency relationships, provide direction and guidance to support staff, embrace technology solutions, and is highly organized with the ability to follow timelines throughto completion, and has the capacity to manage continuous learning opportunities in a fast paced environment.
/_Duties and Responsibilities (these duties are a general summary and not all inclusive):_/
administer and oversee the effective day-to-day operations of the CSD including, but not limited to, scheduling classes and programs, advertising training opportunities, registering students, preparing training materials, tracking attendance, monitoring and reporting of program compliance, and processing all fiscal transactions
Coordinate scheduling, location/facility, logistics, equipment and reasonable accommodation needs for all classes and events such as program orientations and graduations
Able to monitor and effectively manage a large number of program details in a fast-paced, rapidly changing operation
Provide updates and status reports of program activity to CSD leadership upon request
Administer all activities in the LMS platform with regards to data integrity, course management, reporting and troubleshooting; provide courteous and professional support service to all LMS users
Provide overall data analysis and conclusions related to evaluations, attendance, instructional design and/or findings; facilitate recommendations to CSD management when necessary
Ensure the department is following all Commonwealth fiscal standard operating procedures; direct the encumbrance of funds and the approval of invoices by monitoring all fiscal activity
Oversee reporting of all mandatory administrative training compliance by developing and producing reports/metrics
Supervise program support staff; provide on-the-job training and address staff performance matters
Cultivate and support a collaborative environment for the successful implementation of CSD programs/services and achievement of goals
Assist CSD with various projects, events and programs as requested
Maintain collaborative working relationships with EOHHS staff, Human Resources, agency leadership and staff, instructors, vendor organizations and other constituents in the role and scope of service delivery
Advise the Director and Deputy Director on implementation and other strategies for the successful operation of the department
Capacity to work collaboratively with a wide variety of staff demonstrating personal initiative as well as the ability to work well in a team;
Skilled in determining proper format and procedure for assembling information into reports and documents for various audiences (e.g., senior staff, stakeholders);
Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems;
Proven ability to supervise, including the planning and assigning of work according to the nature of the job to be accomplished;
Ability to implement and maintain a tracking system for compliance with program standards;
Demonstrated resourcefulness in setting priorities, proposing new ways of creating efficiencies, and guiding investment in processes and systems;
Excellent oral and written communication, presentation, and multi-tasking skills;
Proficiency in the Microsoft Office Suite, including advanced skills in Word, Excel, and PowerPoint; Familiarity with an LMS, preferably Meridian/PACE

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.
